    Ivan V. Lanier
    Chief Executive Officer

    Ivan V. Lanier is a retired Police Sergeant from the Prince George’s County (Maryland) Police Department. During his twenty-year career with the department, he served as Commander of The Basic Training Division, Director of Wellness, Master Firearms Instructor, Emergency Vehicle Operations Commander and Criminal Law Instructor. In 1995 Ivan accepted the position of Government Relations Consultant from The Law Firm of Alexander & Cleaver, one of the top performing government relations firms in Annapolis, Maryland. At A&C, Ivan developed a broad base of professional experience in public affairs and government relations. He has developed an expansive base of contacts that extend from Pennsylvania to Florida.

    With over four decades of experience in the legal and legislative process, Ivan is widely recognized as a bipartisan lobbyist and believes that to be successful as a government relations professional, one must have strong relationships on both sides of the aisle. Through his vast experience, Ivan knows that virtually every vote is a coalition of Democrats and Republicans, and that his lobbying effort puts that coalition of Democratic and Republican legislators. Through Ivan's leadership, Greenwill has developed an expertise for bringing together such a coalition that supports the positions of his clients.

    Ivan's professional successes have been also recognized by many organizations. Ivan was recently appointed to the Corporate Roundtable of the National Black Caucus of State Legislators. The Roundtable is comprised of business professionals from around the country. He’s also a member of the Board of Directors of The Maryland State Troopers Foundation, The Washington Networking Group, The Maryland Washington D.C. Utility’s Council, The Minority Public Affairs Group, The Legislative Mentoring Group and The Maryland Upper Shore Council of Economic Development. He is the recipient of numerous awards and recognitions through his thirty years of serving the public.



    Donald J. Hogan, Jr.
    Attorney

    Don is an attorney based in Chevy Chase, Maryland with over 20 years of experience with Maryland legislative issues. He is a life long resident of Maryland. He graduated from the University of Maryland at College Park with a B.A. in Government and Politics and earned his law degree at the University of Maryland School of Law. Before entering public service he was engaged in the private practice of law in Rockville, MD. For 15 years he was employed by the Department of Legislative Services where he served as counsel to the House Judiciary Committee as well as various other committees and task forces, including the Article 27 Committee. He was also head of the Criminal Law Workgroup during this time. He then served as Deputy Legislative Officer for Governor Robert L. Ehrlich, Jr., from 2003 to 2007. In this role he worked on a variety of high profile issues, including slot machine regulation, medical malpractice reform, child abuse legislation, and energy issues. Since 2007, Don has been engaged in the private practice of law with a focus on Maryland legislative issues. During his time in Annapolis, Don has worked with a broad range of groups and with legislators from both sides of the aisle. He is an expert in the Maryland legislative process, as well as the technical aspects of bill and amendment drafting which can be crucial to the success of legislation. Don also has excellent contacts and relationships with members of various state agencies, including the Maryland Department of Transportation , Maryland Department of Environment, Department of Business and Economic Development and the Maryland Environmental Service.



    Joel Hendricks
    Partner

    Formerly the Deputy Chief of Staff for Maryland State Comptroller Peter Franchot. Joel was responsible for the development and implementation of the Comptroller’s policies for Women and Minority Owned Businesses (MBE). These crucial programs were related to the Comptroller’s duties as the State’s Chief Fiscal Officer, Vice Chair of the Maryland State Pension and Retirement System and as member of the Board of Public Works which approves all State contracts over $200,000.00. In his role as Deputy Chief of Staff, Joel ensured that state agencies were in compliance with the State’s MBE program. His contributions were instrumental in the review of the many contracts before the Board of Public Works and the restructuring to increase the levels of MBE participation. Due to his efforts, today, most contracts brought before the board typically have 25% - 30% MBE participation.

    Joel has been very successful in developing and implementing several key policy initiatives. At the Comptroller’s direction, Joel worked to develop and implement a policy to address the lack of Women and Minority Owned Businesses within the State’s various pension systems. Due to his efforts, new legislation was enacted in 2008 requiring various Maryland pension funds to begin annual reporting on the level of participation of women and minority brokers, asset managers and other services. Recent reports indicate over $2 billion is invested with MBE firms. He also worked to develop and implement a historic 3-year partnership with Microsoft Corporation and the State of Maryland. This has strengthened and increased the level of participation of Maryland-based owned businesses in the Information Technology sector.

    Prior to joining the Comptroller, Joel had over 15 years experience in a variety of positions in State and Federal Government including; the Maryland State General Assembly as a Legislative Assistant to State Senator Verna L. Jones, Brokers and Investment Manager’s Conference Coordinator for the Maryland Legislative Black Caucus Annual Conference, the United States Department of Commerce, and the New York State Legislative Assembly.



    Douglas Sloan
    Consultant

    Douglass Sloan has a broad base of professional experience in public affairs and over ten years experience in public and community relations and event promotions. Douglass worked for Mayor Anthony Williams as an outreach coordinator in the Mayor's Office of Community Affairs. While in that position he planned and facilitated community based events for Mayor Williams, served as a business liaison for different business districts, and economic empowerment zones throughout the city, and played a key role as project leader in the Mayor's efforts to erect a disaster relief fund for the families of the victims of the September 11th tragedy.
     
    Prior to his stint in the Mayor's office Douglass worked as Community Relations Director for Council member Harold Brazil and as a Legislative Analyst for the Judiciary Committee of the City Council of the District of the Columbia. Douglass drafted and reviewed legislation, drafted Committee Reports, and met with industry lobbyists, community representatives, government agency directors, administrators, and agency chiefs for various legislative issues. Douglass also served as the liaison between Council member Brazil and various civic associations, community organizations, advisory neighborhood commissions, the District of Columbia School Board, and various national level special interest groups. Douglass develops community relations campaign for commercial real estate developers, non-profit organizations and community development corporations in Washington.  Douglass received his Bachelors Degree in Public Relations with a minor in Political Science, from the American University in Washington, DC. 




    Otis Cutler
    Consultant

    Otis Cutler has a unique and diverse background which affords him an innovative approach to governmental relations, coalition building and creating business funding opportunities.
    He is a graduate of Morgan State Univ. where he earned a B.S. in Philosophy with a concentration in Religious Studies. In addition, he graduated from Morgan with departmental honors. He is currently enrolled at The Howard University School of Divinity where is pursuing a Master’s Degree in Religious Studies.
    Some of the high profile issues that he has collaborated on are issues such as the Death Penalty, Lead Paint and Gun Law Revisions. In addition, he brings a plethora of experience from the mortgage industry, real estate development and community organizing.

    Otis is an ordained minister, a member of Kappa Alpha Psi Fraternity Inc., and he also served in the United States Marine Corps, where he was a member of the distinguished Color Guard detail.
